Tamil Nadu : Land Guideline Value Increased From April 2012

Tamil Nadu Finance Minister, Mr. O. Panneerselvam said in his Budget (2012- 2013) speech...!

    ''As the State is losing huge revenue due to non revision of guideline values after substantial increase in the market value of properties, We have decided to implement the revised guideline values with effect from  April 1,  2012. Simultaneously, to give relief to the public, we propose to bring down the Stamp Duty on instruments of sale and other instruments presently charged at the rate of 6% to 5% with effect from April 1 ,  2012' '

But there is no change in the 2% surcharge (collected for development of local bodies like corporations, municipalities and panchayats) & 1% registration fee. In effect, overall registration charges will come down from 9% to 8%.

Guideline value is the minimum price for land fixed by state government for registration of plot of land & properties. Through periodical changes in guideline values, on which stamp duty and registration fees are based, the government keeps pace with shifts in market prices.

In Tamil Nadu, the guideline values were last revised in 2007. The draft of the new guideline values was published last October, (2011) and after taking feedback from general public, the final draft was released in November (2011). State election other reasons postponed the implementation. Finally, it enforce form April 1, 2012.

The Minister Mr. O. Panneerselvam also proposed to increase the present levy of infrastructure & amenities charges collected through local planning authorities by 50%.


Highlight : The Tamil Nadu government has decided to implement the revised guideline value of properties with effect from April 1. Simultaneously, to give relief to the public, it has proposed to bring down the stamp duty from the existing 6% to 5%.


Guideline value register is available with the Registering officer.

Chamber of Commerce, other Associations, Agricultural Associations and Panchayat Unions are provided with a copy of these guideline registers.

Ascertain the guideline value of the property and the stamp duty, registration fees etc, to be paid from the Registering officer.
