🔷 Background of the Bill
- In April 2025,
➤ The Registration of Documents Bill was introduced in the Tamil Nadu Legislative Assembly. - ➤ Governor R. N. Ravi forwarded the Bill to the
President of India, Droupadi Murmu, for assent.
- ➤ The President has now granted her approval.
- ➤ The Bill will soon come into force as law.
🔷 Key Provisions of the Bill
1️⃣ Mandatory
Submission of Original Documents
- While registering a
property,
➤ The original title documents of the property must be submitted compulsorily. - Objective:
✔ To prevent fake documents
✔ To stop double sales of the same property
✔ To curb fraudulent registrations=

2️⃣ Ancestral Property Without a Parent Document
- If the property is an ancestral
property and
➤ The parent document is not available, - ➤ A Patta (issued by the Revenue
Department) must be submitted compulsorily.
- This ensures:
✔ Clear proof of ownership
✔ Confirmation that the property exists in government records
3️⃣ Property
Under Mortgage
- If the property is mortgaged
to a bank or an individual,
- ➤ A No Objection Certificate (NOC) must
be obtained from the mortgage holder.
- ➤ The NOC must be submitted at the time of
registration.
- This helps:
✔ Prevent secret sale of mortgaged properties
✔ Protect buyers from legal complications
4️⃣ If the
Original Document is Lost
If the
original title deed is missing, the following steps are mandatory:
(a) Police Complaint
- ➤ A complaint must be filed at the nearest
police station.
- ➤ A certificate stating that the document is
lost must be obtained.
(b) Newspaper Advertisement
- ➤ A public notice must be published in a local
newspaper stating that the document is lost.
- ➤ A copy of the advertisement must be submitted
during registration.

- ✔ To stop multiple sales of the same property
- ✔ To provide legal protection to buyers
- ✔ To reduce land and property-related disputes
- ✔ To maintain accurate government land records

property registration:

➤ A few additional documents may be required. - However:
✔ Property transactions will become safer in the long run
