CREDAI Tamil Nadu Welcomes Launch of
Registration Department 3.0 (STAR 3.0), Applauds Tamil Nadu Government’s Push
for Transparent, Citizen-Centric Reforms
Chennai, 22.01.2026: The Confederation of Real Estate
Developers’ Associations of India (CREDAI) Tamil Nadu welcomes the launch of Registration
Department 3.0 (STAR 3.0) by the Government of Tamil Nadu, marking a
significant milestone in the State’s journey towards digital governance,
transparency and ease of doing business.
The
STAR 3.0 initiative represents a progressive leap in modernising property and
document registration services by leveraging advanced digital platforms. By
enabling end-to-end online processes, Aadhaar-based authentication, reduced
physical interface and faster turnaround times, the new system has the
potential to fundamentally transform the citizen experience while strengthening
trust in the registration ecosystem.
From
the perspective of the real estate sector, this reform is both timely and
impactful. Registration efficiency plays a critical role in housing delivery,
investment sentiment and overall economic momentum. With STAR 3.0, delays
caused by manual processes, overcrowding at Sub-Registrar Offices and
procedural ambiguity can be substantially reduced, leading to smoother
transactions for homebuyers, developers, investors and legal professionals
alike.
Tamil
Nadu has consistently been among the front-runners in adopting
technology-driven governance. STAR 3.0 reinforces this leadership by improving
transparency, ensuring accurate data capture, minimising human intervention and
enhancing accountability across the system. Such measures not only protect the
interests of citizens but also contribute to the formalisation and credibility
of the real estate sector. CREDAI Tamil Nadu firmly believes that this
initiative will improve the State’s ease-of-doing-business rankings, attract
both domestic and global investments, and support the larger vision of sustainable
urban growth.
On
behalf of CREDAI Tamil Nadu, I commend the Honourable Chief Minister, the
Honourable Minister for Commercial Taxes and Registration and the entire
Registration Department team for this forward-looking reform. We look forward to
continued stakeholder engagement to fine-tune implementation, address on-ground
challenges and ensure that STAR 3.0 delivers its full promise across urban and
rural Tamil Nadu.
